The complaint against Mr. Rukamp alleged that Mr. Rukamp violated state wetland filling laws by constructing a 640' x 12' wood chip trail through forested cedar and tamarack wetlands on his property without obtaining the necessary water quality certifications from the Wisconsin Department of Natural Resources. » read more »
