May 26, 2009 -- MADISON - Wisconsin Governor Jim Doyle today announced a second round of bid openings for road and bridge projects in Wisconsin that will benefit from funds provided by the American Recovery and Reinvestment Act. Bids will be opened tomorrow, Wednesday, May 27, for 38 state and local road and bridge projects around the state.

“We’re moving quickly to put contracts in place for projects ready to go this construction season,” Governor Doyle said. “Contractors already have workers out on job sites from the first group of ARRA projects bid last month. This next round of bids will put even more people to work this summer, providing the economic stimulus to lead the nation and state to economic recovery.”

The April 28th bids for the first 26 state and 19 local road and bridge projects in Wisconsin funded by the American Recovery and Reinvestment Act came in 7.2% lower than expected – a savings of $8,910,690.

Contractors are required to submit the bids electronically or via hard copy to the Wisconsin Department of Transportation (WisDOT) by 9:00 a.m. tomorrow. Beginning at 9:30 a.m., the bids will be opened and publicly read at the Hill Farms State Office Building in Madison to determine the lowest bidders.

State law calls for construction contracts to be awarded to the lowest responsible bidder. WisDOT will review the bids for completeness and accuracy. After comprehensive reviews have occurred, Governor Doyle executes and signs contracts to allow construction work to begin.

The state intends to get construction activities underway on the state and local projects during this summer construction season. Studies have shown that every $1 billion invested in highway construction supports approximately 42,000 jobs.
