FBI: Timothy J. Healy Named Director of Terrorist Screening Center
May 14, 2009 -- Washington D.C. -- Timothy J. Healy has been named director of the FBI’s Terrorist Screening Center (TSC). FBI Director Robert S. Mueller, III appointed him to this position to replace Director Leonard Boyle, who recently left the FBI for a position in the private sector. Most recently, Mr. Healy served acting director of the TSC.
“The TSC strives to ensure the proper balance between protecting our national security and the need for accurate, efficient, and streamlined watchlisting processes. Tim’s experience in the TSC from its earliest days will be an invaluable asset to his service as its director,” said Director Mueller.
Mr. Healy entered on duty as an FBI special agent in 1986. Upon completion of training at the FBI Academy in Quantico, Virginia, he was assigned to Salt Lake City, Utah, where he investigated a variety of criminal matters. He was later assigned to the Ogden, Utah Resident Agency. During that time, he investigated telemarketing fraud, bank fraud, bank robberies, fraud by wire, murder for hire, and murder on government reservations. In 1989, he initiated “Operation Disconnect,” a proactive telemarketing investigation that eventually included 15 field divisions and the successful conviction of 402 fraudulent telemarketers. In 1995, he was the primary undercover agent on the Montana Freeman case, and for his work received the Attorney General’s Award for Exceptional Service.
Mr. Healy was promoted in 1997 to FBI Headquarters, where he managed the Telemarketing Program in the Economic Crime Unit of the Criminal Investigative Division. In 2000 he initiated the Internet Fraud Complaint Center and became the center’s first unit chief. He was transferred to the Baltimore Field Office in 2002, where he supervised a squad investigating child pornography and child sexual exploitation, and later supervised a squad investigating computer intrusions.
In 2003, Mr. Healy was ordered to stand up the new TSC, established by Homeland Security Presidential Directive 6, which directed the institution of a center to consolidate the government’s approach to terrorism screening. He was later promoted to serve as TSC’s deputy director, and was responsible for the Operations, Administrative, and Information Technology Branches. In recognition of his efforts at the TSC, he received the Director’s Award for Outstanding Information Management. In 2006, he was designated assistant special agent in charge of Washington Field Office’s Intelligence Branch, and in 2007, he was promoted to special agent in charge of the new Intelligence Division. In 2008, he was promoted to deputy assistant director of the Collection Management, Domain, & Reports Branch of the Directorate of Intelligence. Following the departure of TSC Director Boyle, Mr. Healy was designated acting director of TSC.
Mr. Healy graduated from Benedictine University in 1979 with a Bachelor of Arts Degree. He began his career as an officer in the United States Marine Corps, completed Naval Flight Training, and was ordered to Marine Corps Air Station Cherry Point, where he flew as a Harrier fighter pilot. Mr. Healy is married and has six children.
The TSC is a multi-agency center administered by the FBI with support from the Department of Homeland Security, the Department of State, the Department of Justice, the Department of Defense, the Department of the Treasury, and the Office of the Director of National Intelligence.
