Energy Bill Savings Will Pay Projects’ Costs In Less Than Two Years

4/8/2008 -- Raleigh - North Carolina Governor Mike Easley today released the recipients of the state’s first Energy Efficiency Reserve Fund grants to implement 58 power-saving projects at 10 state agencies, 15 University of North Carolina campuses and six community colleges. The $5 million being spent on the projects will save about $3.2 million a year in utility costs. The energy saved is equal to the amount needed to power 4,028 homes for a year.

''These are effective and creative energy-saving initiatives that can quickly be put into place and just as quickly reap rewards,'' Easley said. ''These projects provide substantial savings that will help control the amount of taxpayer dollars spent on energy and help make sure we are not squandering natural resources.''

The governor made the announcement at the 5th Annual North Carolina Sustainable Energy Conference. The grants are administered by the State Energy Office.

More than 200 proposals were reviewed by the Energy Office and the State Construction Office to come up with the best. Three of the 58 projects awarded grant funds call for improvements to boiler efficiency in the state departments of Correction, Health and Human Services, and Juvenile Justice and Delinquency Prevention facilities. By spending $445,000 on the improvements, savings of $532,000 are expected in the same year. Not only will these facilities be improved, but in less than a year these projects will more than pay for themselves, to the tune of $87,000. While not every project boasts that kind of return, they all provide substantial savings to help make sure every taxpayer dollar is wisely spent.

The Heating, Ventilation and Air Conditioning controls system shall be modified and repaired as needed to restore the systems to the original designed efficiency or better. Building automation systems shall be programmed for energy efficiency, including adjustment of temperature, pressure and flow settings, and setbacks during unoccupied periods. The lab ventilation requirements will be analyzed and adjusted to comply with health and safety standards and reduce energy consumption.

History Museum Heating, Ventilation and Air Conditioning Retrocommissioning

There is potential for improved boiler efficiency throughout the State, particularly at the larger institutions such as McCain Hospital, Central Prison, Women’s Prison and Western Youth Institution. Steam traps throughout the sites will be inspected, and failed traps will be replaced.

Five Correctional Administration Buildings Heating, Ventilation and Air Conditioning Retrocommissioning

Sites include Craven, Polk, Hyde, Pamlico and Warren.

Department of Crime Control and Public Safety
National Guard Armory Boiler Efficiency and Water Heaters

There is potential for improved boiler efficiency in armories statewide. Several armories need water heaters, as the boilers are forced to operate year-round to provide hot water for showers, which is extremely inefficient.
