California Secretary of State Debra Bowen Discusses Tuesday’s Primary Election in Governor’s Weekly Radio Address

Secretary of State Bowen:

Hi, this is Secretary of State Debra Bowen, filling in for Governor Arnold Schwarzenegger with another California Report.

As the state's chief election officer, I was very excited to see millions of Californians from across the state cast their votes on Tuesday.

There are still many vote-by-mail ballots being counted, but right now, it looks like more Californians voted in this election than in any previous primary.

This is great news for Californians--and for democracy!

The winners in this election weren't just the candidates or the campaigns.

The real winners are the people of California. With our earliest presidential primary ever, California finally got to play a major role in selecting the presidential nominees.

California voters spoke on Tuesday and the nation listened.

Before the Governor and the legislature moved the primary date from June to February, the presidential nominees were usually decided before the voters in the nation's biggest and most diverse state ever got a chance to vote.

This time, the candidates did more than just swing through the state for private fundraisers.

They held debates, rallies and town halls across the state. They asked Californians what was important to them--and they listened to the answers.

Having the candidates learn about California can only help Californians.

From flood protection to global warming, health care to education, Californians have strong opinions. Whoever becomes our 44th president needs to hear them.

Of course, every election has some bumps in the road ... and this one was no exception.

While the vast majority of voters cast their ballots without incident, there were some troublesome issues in a few places:

* A number of polling places ran out of ballots.

* Some voters who had declined to state a political party were not permitted to cast a ballot in the Democratic or American Independent party primaries.

* And thousands of presidential votes from decline-to-state voters in Los Angeles may not be countable because of a confusing local ballot design.

These are serious problems. And I look forward to working with Governor Schwarzenegger and lawmakers to make sure they don't happen again in June or November.

On the whole, though, county elections officials and more than 100,000 poll workers throughout the state put in many, many long hours to make this a smooth election. Results were accurate, reliable and prompt.

I join the Governor in thanking everyone involved.

The Governor and I also want to congratulate and thank every Californian who went to the polls or voted by mail for making this an exciting, historic election. I'm confident that we will have fantastic participation in June and November too.
