Connecticut Governor Rell Applauds President’s Signing of Energy Bill

December 19, 2007 -- Connecticut Governor M. Jodi Rell today applauded the President's signing of the energy bill and said the new law will allow America to become more energy independent.

“Increasing the fuel efficiency of vehicles to 35 miles per gallon by 2020 could save American families between $4700 and $1000 per year at the pump,” Governor Rell said. “The bill also saves consumers more than $400 billion through new energy efficiency standards for appliances, lighting and buildings through 2030.”

In a December 5 letter to Congress, Governor Rell urged representatives to increase fuel economy standards for cars and light trucks to at least 35 miles per gallon by 2020 and adopt strong energy-efficiency incentives and standards. These measures are included in the bill Congress passed Tuesday.

“This legislation will help put America on a clean energy path. We have said from the beginning that we must work together at the state and national levels to create a new energy future for America, and we are very pleased that the Congress and the President have listened to our concerns.”

This month, Governor Rell ordered an analysis of the way recent petroleum price hikes may affect the state's budget for gasoline, oil and heating assistance for needy families. In a letter to Robert L. Genuario, secretary of the Office of Policy and Management, Governor Rell said that the recent escalation in crude oil prices is hitting residents throughout the state.

“The state of Connecticut itself is feeling the direct impact of unrelenting increases in these critical resources and must begin to prepare for these costs,” Governor Rell wrote.

Governor Rell asked for a complete analysis of how the price hikes affect state agencies and what additional expenditures are needed to keep state government running.

“Of critical concern to me are the potential impacts that increased energy costs will have, and are presently having, on our most vulnerable populations: our seniors and our disadvantaged populations,” Governor Rell said. She also wants a summary of the state's energy-conservation efforts and recommendations for new conservation strategies. She asked Genuario to finish his study before Christmas because the information is critical to her planning for next year's budget.

In August, Governor Rell signed an energy bill which makes a number of substantial and beneficial changes to Connecticut’s long-term energy policy.

“This law prepares our state for medium- and long-term energy efficiency and alternative energy projects,” Governor Rell said. “It also provides real incentives for energy efficiency – including tax breaks for Energy Star appliances and cars that get 40 miles per gallon or better on the highway.”

The law sets “green” building standards for new state buildings, while authorizing up to $30 million in state bonding so that the Department of Public Works can make existing state buildings and facilities more energy efficient. It provides a variety of other incentives to promote the use of renewable and alternative energy strategies in the state.
