Arlen Specter Announces $4.8 Million For Philadelphia School District To Reduce Youth Involvement In Gangs

June 28th, 2007 -- Washington, D.C. - U.S. Senator Arlen Specter, a senior member of the Senate Appropriations Committee, announced today that the Department of Labor has provided $4.8 million to the Philadelphia School District to reduce youth involvement in gangs. The funding was secured by Senator Specter in the FY07 Supplemental Appropriations Bill.

“One of the major problems confronting America today is juvenile violence,” said Senator Specter. “Across Philadelphia there are thousands of children full of potential to do great things, but lacking positive, caring and dedicated adults to enable them to overcome the many challenges of life. It is important we identify at-risk youth and pair them with mentors to provide them with guidance and support.”

The funding is part of the Department of Labor’s Public School District Strategies for Reducing Youth Involvement in Gangs. In total, $24 million in federal funding to five school districts nationwide will be used for a variety of educational and employment programs designed to reduce the dropout rate and the number of youths involved in gangs in grades eight to 12.

Programs must include at least one component aimed at increasing the educational achievement and decreasing the dropout rate among juvenile offenders and at-risk youth. The school districts of Baltimore, Chicago, Milwaukee and Orange County, Fla., will also receive funding under this program

Additionally, Senator Specter recently secured $1 million of federal funding in the Fiscal Year 2008 Labor, Health and Human Services, and Education Appropriations bill for the recruitment, placement, and oversight of school-based mentoring with the goal of decreasing truancy rates, increasing the rates at which students graduate to the next grade, decreasing student disciplinary referrals, and decreasing students' involvement with the juvenile justice system. This project is to be carried by the United Way of Southeastern Pennsylvania and Big Brothers and Big Sisters of Southeastern Pennsylvania in collaboration with the Philadelphia Public Schools. This funding is still pending final approval from Congress and the President.
